The Yangon City Development Committee did not grant licenses for any massage parlors such as foot massages and body massages, but these services were allowed by the Ministry of Hotel and Tourism, according to U Myint Thaung, Regional Minister for Planning and Finance.
“KTV venues are allowed by Yangon Region’s Video Supervisory Committee. The YCDC can grant licenses for beauty and hair spas, foot bath and spas and blind massages, but it is not authorized to grant licenses for foot massage, oil massage, body massage, and hotels or motels with massages,’’ he said at the Regional Parliament meeting held on May 2nd.
He was responding to the question from U Yan Shin, Member of Parliament from Mayangon’s No.1 constituency, on whether KTV and massage venues in the Yangon Region require approval from neighbors and which government agencies are granting licenses.
U Yan Shin claimed that some beauty and hair parlors are performing massages under the cover of beauty and hair parlors, and urged the government to monitor those businesses.
“We are monitoring to make sure that there are no inappropriate words in the ads of beauty parlors, and no parlors performing without permission,’’ U Myint Thaung said.
The YCDC allows beauty parlors and blind massage with a certificate from the Fire Department after examining if there any secret partitions or objections from the neighbors and any facial surgery service by a separate committee, U Myint Thaung said.
